energy authority revolving fund; repealing the rural electrification           
revolving loan fund and the bulk fuel revolving loan fund; relating            
to procurements for certain transmission lines; authorizing power              
transmission interties between Anchorage and the Kenai Peninsula,              
between Healy and Fairbanks, between the Swan Lake and Tyee                    
Lake hydroelectric projects, and between Sutton and Glennallen and             
approving the design and construction costs of the interties; and              
providing for an effective date" was before the Senate on                      
reconsideration.

It is the intent of the legislature that the Alaska                           
Energy Authority expeditiously implement a plan to                             
reduce the agency's role in providing direct services                          
with state employees, and instead provide those                                
services by contracting with the private sector,                               
regional utilities, or other state agencies.  It is the                        
intent of the legislature that the board of directors                          
of the energy authority draft a plan transferring all                          
facilities owned by the authority, including                                   
responsibility for operations and maintenance, to                              
utilities served by those facilities when all debts and                        
bonds are repaid.                                                              
                                                                               
The board of directors of the energy authority is                             
directed to prepare and submit to the legislature by                           
December 31, 1993 a plan that would implement the                              
above.  It is the intent of the legislature that this                          
plan will be reflected in the fiscal year 1995 budget.
